Support the Trucking Industry, a Pillar of the U.S. Economy

  • The trucking industry employs 3,000,000 Americans and moves 70% of all consumer goods.

  • There are 400,000 small owner-operated trucking businesses with a median net income of $50,000 – saving fuel matters!

  • Gives truckers options and opportunities to choose how to best to lower emissions – with no new mandates.

The STEER Act, HR 4810:

  • Incentivizes the adoption of emission reducing technologies in the trucking industry that will have an immediate, significant impact on emission reductions – not 1, 2, or 3 years in the future.

  • Creates a targeted voucher program, administered by the Department of Energy (DOE), which provides $500 MM over 5 years for vouchers for covered expenditures associated with retrofitting active emission reducing technologies on Class 8 trucks.

    • Emission reducing active technology is defined to mean any physical alteration of a Class 8 truck that can be installed as a retrofit and that adapts automatically to control vehicle performance factors and improve fuel efficiency.

  • Covers up to 75% of costs per unit

    • Apply before installation and get reimbursed soon after

  • Supports American manufacturing by prioritizing technology made and installed in America.

  • Provides enhanced financial flexibility to truck drivers by reducing up-front costs.

  • Introduced by Rodney Davis; Co-sponsored by Mike Bost, Josh Gottheimer, Dave Joyce, John Katko, Tom Reed, Pete Sessions, Mike McCaul, Tony Cardenas, and Jack Bergman.

Potential of the STEER Act

Active emissions-reducing technologies can save up to 15% on class 8 tractor-trailer fuel consumption today.

These technologies:

  • Are available today

  • Are fuel source agnostic – they will improve ALL trucks

  • Will enable EV, hydrogen, and other range limited trucks to achieve feasibility much faster and for a lower cost

Achieve Climate Goals

The current 2030 US emissions target is 50% of 2005 emission levels.

The trucking industry is the 3rd largest emitter of greenhouse gases and the backbone of the US economy: they must be part of the solution.

Even with EV technologies on the horizon, the vast majority of trucks on the road will be diesel for the next 20+ years.

Technologies that make all trucks more efficient will help bridge the gap to the EV future while making a real difference today!
